Upgraded my NPP from v4.9 to 5.0 final, but rolled back to 4.9 because there are problems with non-ANSI (Unicode) characters. There are no problems to open "UTF-8 without BOM" file and all characters is OK. But when trying to enter non-ANSI characters, there appeared some other symbols. On v4.9 behavior is correct.

Could you just download zipped version, unzip all the files into a clean directory, and test again?
Your v5 may contain bugged plugins (HexEditor, WindowManager or Multi-Cliboard plugin), remove them will solve your unicode input problem.
