langs.model.xml is the backup, in case langs.xml gets corrupted. I believe they serve as a template as well, so with new installations the recommended settings are there even though the user might be using something else at the time.

Not exactly, langs the the file that specifies the syntax highlighters properties. Remove it and it will horribly fail :).
You have to keep atleast langs.xml for proper functioning.
BTW its nativeLang.xml (optional) for translation
