i have notepad in 2 comps -home and work
all work good
but in work now if i switsh to rus lang input - in this editor inputs to chars - sympols

Confirm. On my workstation it were happening before I was removed plugin "WindowManager" with other plugins remaining.
On clear Notepad++ (without any plugin) version 4.9.1 cyrillic's input normal.

Version 4.9.2 (clean install or with plugins) works with Cyr input correct.

Работаю на 4.9.2 и с плагинами и без - всё в порядке. Попробуй оставить только *.exe и собственно SciLexer.dll - если заработает, постепенно добавляй файлы из установочного архива.

Download the zipped release, then unzip it in a clean folder (no need to remove the plugins).
It should work for you.

So your problem was there were still non-working plugins installed.
