But rather than "freezing" the tab bar only during a dragging operation, I'd much rather have it always frozen. (Frozen as opposed to "locked" since I want drag and drop to work.) The way everything moves around so that the active tab is always on the bottom drives me absolutely crazy and is incredibly counter-intuitive, in my opinion. The way tabs work in Firefox, especially multi-row tabs, makes much more sense to me.
The tabs stay where they are and the rows stay where they are. The only thing that changes is if you manually drag a tab elsewhere (even to some other row), in which case the tabs "flow" as needed.
Having said that, multi-row tabs are still very useful. I keep a lot of stuff open, and the old single-row tabs just didn't cut it. NPP rules!

Currently the tab row moves not only when dragging, but when clicking a tab which locates elsewhere than the bottom row... oh jeez... I presume eventually this is what makes tab dragging difficult (actually almost impossible sometimes).

Yes, but it had a different request, and I thought that might get confusing.
