I tried following the directions given above. I tried changing the icon size in Settings|Preferences|Global|Tool bar. None of this has made the slightest difference and I am frustrated that such a seemingly -simple- task has been made SO difficult!

Looks like the instructions haven't been updated to match the current version. This should clear it up.
1. "View->Tool Bar->Enlarge me" should be "Settings->Preferences->Global->"
Select Big icons or Small icons, not Small standard icons. If you had Small standard icons
selected, you must choose Big icons before selecting Small icons or they won't display
properly.
2, The folder to put the toolbarIcons.xml file in depends on how you installed the program.
If you see doLocalConf.xml in the Notepad++ folder, then that is where you must put the
toolbarIcons.xml file. If you don't see that file, then use %appdata%\Notepad++
You also must restart Notepad++ for the change to take affect.

Opps, didn't quite test every thing. If you choose small icons, they won't display well after you close and reopen Notepad++
