If you mean to say that the "Buffer read-only" flag isn't set anymore, you are right.
It would be a good thing to also save this setting in the session file.
Of course, Notepad++ can't control if a file itself has been set to or cleared from being read-only, just as it can't guarantee that the file will still exist. Perhaps it would be also good to notify a user when a file can't be found anymore and ask the user if he wants to look for it and (re)load it from another location.
