I get the distinct impression that the Plugin Development posts are included in the notepad-plus-plus mailing list.
Anyway, you could also choose to 'monitor this forum' ( https://sourceforge.net/forum/monitor.php?forum_id=482781 ), so you'll get an e-mail copy of each post on this forum. You will still have to reply on the forum itself, though.
