What if you copy your file to a subfolder and open it from there?
Could this have anything to do with your access rights to a drive's root folder?
It happens to all folders and unterordnern on c:. I have administrator rights.
Could you install zipped release (ie. unzip all files in a empty folder) and tell me if it works ?
