    Read similar threads to find this out.
    It's been explained numerous times.
    
    The easiest way to (temporarily) disable all plugins at once is to rename the plugin directory.

  Slovak Character hav promblem too... I think tha problem is in new Shortcut Mapping

  Its from the HexEditor plugin, MultiClipboard plugin or possibly some other plugin which hasnt been identified as a troublemaker already.
  Remove these plugins and oyu should have your characters back.
  (Its not the shortcutmapper :P)

  I have trouble at Turkish characters, and then i just removed MultiClipboard and problem has gone.
