Are the CVS sources still maintained? I have a few simple things I want to add to some of these plugins, but I haven't been able to access the CVS for any module.

The CVS is read-only but for developers to prevent unauthorised changes :).
The best you can do is provide patches and notify the author of the plugin that you have a patch,
if the author agrees he can apply the patch (similar to Notepad++). That, or you have to become a developer yourself, you'd have to ask Jens about that (he's the admin of the Notepad++ plugins project).
You probably need a sourceforge useraccount, most of the stuff at Npp Plugins require you to be logged in, including the forums.
