4.8.1 shows horizontal scrollbar on startup

which disappears when a new tab is created. It probably should never be shown?
I'm also having some "trouble" with the horizontal scrollbar.
I have a two files, longer and higher than the screen width.
So there is a vertical scroll bar and the horizontal scroll bar is also shown.
When I press CTRL+End the cursor will be on the last line.
The last line will be visible just above the horizontal scroll bar.
When I go to another file I can do the same.
When I switch back to the first file or the other again, the last line will moved down, halfway underneath the horizontal scroll bar.
I don't think this is like it should be, when showing the horizontal scroll bar.
still there in 4.8.2, is this by design?
