request: preference to hide horiz scrollbar

Perhaps you have noticed the on-going discussion about the horizontal scrollbar in another thread. Actually it works like you request, as far as I believe. Some improvements could be made here. An option would perhaps most satisfy all users.

as of 4.7.3, with wrap turned off and text fitting in the window, the horizontal scroll bar is still displayed with the scroll box taking up the entire scroll bar.
If that is by design, it is definitely atypical behavior and should be configurable.
