If you're asking how to make the date precede the time, I think you'd need to change the source code for the TextFX plugin.
If you're asking how to set the format for the date to yyyy-mm-dd and the format for the time to hh:mm:ss, then use Control Panel: Regional and Language Options: Regional Options: Customize: Time (or Date).

So I suppose it's also not possible for a non-programmer to set the date stamp as yyyymmdd or yyyymmddnn, where "nn" is minutes?
Oh, it'd be so good if I could easily generate that in Notepad++. As it is now I have to open up HTML-kit to do it.
