Just installed 4.1.2 and see the same problems as with 4.1.1, on start I get a popup message; "Load config.xml failed!". When I exit I get the Visual Studio Debugger popup.

You may need a clean installation. There may be a conflict between using %APPDATA%\Notepad++ and <installParentDir>\Notepad++ with the various installations. --Joel
