i have this problem too. i have settings > preferences > new document > encoding utf-8 without bom. i create document, save, close. then i reopen saved doc and the document is ansi. i then check utf-8 without bom at format > utf-8 without bom then i make a change so the save bottom highlights, then select save and close. i reopen the document and it is ansi.
i have duplicated this issue on w2k service pack 4 with v4.1.2 and v4.0.2 and xp home with v4.0.2.
default install, using installer.
