You might be able to use the QuickText plugin. You can add the numbers to the HTML list as tags with the substitution text being the character you want to use to replace the number. Unfortunately you can't put in the whole "Ð" text as the tag; it won't be recognized. But you could create a macro to remove the extra characters before or after you press Ctrl-Enter to invoke the QuickText substitution.
To use the QuickText plugin after defining the tag name (the number) and the substitution text (the character), put the cursor somewhere on the number in the HTML document and press Ctrl-Enter.
You could use the ASCII chart to get the values for the characters: TextFX > TextFX Tools > Insert ASCII Chart or Character. If you select a single character and then this option, only one line is output corresponding to that character. Otherwise I suggest you open a new document and then select the option to display the complete chart. --Joel
