I think that using plugin (ConvertExt) isn't very comfortable...
It is very good way to convert text in situation when there is no spec. coding supported...

if iso-8859-2 uses one byte for one character (i.e. it is not some of Unicode encodings), then you can use the ConvertExt 1.1 RC1 plugin. Download its archive and read the documentation inside.
