I don't know of any way to do this in NPP 4.0.2. You might simply use a larger font. You can test that with rolling the mousewheel while holding down the Ctrl key. --Joel

TextPad for example shows (with a similar font size) 50 lines. Appears to be maybe 3 pixels of space between them. Even with all font sizes set to the same, N++ is nearly double spaced. Booooooo whistle whistle boooooo

change the fonts for comments and you will have what you need... btw. if 'indent' font is increased then you can set up line spacing as you like (a little hack of mine)
