you need only the FunctionList.dll. The other one is since version 4.0 of Notepad outdated. If you have the old one in plugins folder, please delete it.
Your problem could be, that the extension is not supported by Notepad. It is recognised as c++ by it? If so, I have no idea why the list is empty.
It's complete empty, or is there a message (Language Not Supported, ...)?

I just installed notepad version 4.0.2 and the FunctionList plugin worked. I was using version 3.9.
