notepad++ cannot correctly open a file with a relative pathname
1. open a file in a directory, say, c:\windows\test.txt
2. close the notepad++
3. in the command line, enter
c:\>notepad++
4. now the notepad++ asks if you want to create C:\WINDOWS\newfile.txt
you know i want the C:\newfile.txt to be edited

This happens if the Last opened file (test.txt in your example) doesnt exist when you reopened Notepad++ for the next time (step 3 in your example) & and you have "Remember the Current Session for next launch" Enabled in Setting.
