I've noticed it using V3.9

- Open or create any file;
- Leave options "Show White Space and TAB", "Show End Of Line" and "Show all characters" unchecked;
- Set option "Show White Space and TAB";
- Unset option "Show White Space and TAB".

The toolbar button for option "Show all characters" is now "down" (or "set", "enabled", "checked" whatever).

  I've just tested it also in V4.0RC2, same behavior.
