I have similar problems with japanese web pages and do not have a proper solution yet.
This helps a bit:
When I have changed the setting to UTF-8 (npp++ 3.9 menu: format->encode utf-8) all the copy/past of japanese characters to npp++ 3.9 works well.
But when opening an html-file the setting is ANSI. So opening existing documents doesn´t work.

Maybe this time it's enough and we have to do some copy/paste to get it donw the right way.
