As today, the FAQ reads:

Can I run pdf2oo in windows or osx?
For the GUI, you need kommander and kdialog, so I guess not, however you can run it in batch mode using bash (e.g. mingw or cygwin), but you need xpdf and imagemagick, I don't know if these exist in windows or osx.

I can confirm pdf2oo works in batch mode under windows using Cygwin (after installing xpdf and imagemagick using the Cygwin install program)
