The e-Crime Reporting and Incident Sharing Project via XML, is developing a repository of conversion tools and utilities to make it easier to convert proprietary data formats to IETF IODEF (RFC 5070) XML reports. The backend is not built for large-scale submissions over the web (it works OK for a small contest). The key missing component is a job queue for submissions. If this is implemented, then the backend will be able to scale.
