It's created in C#.NET, and essentially a Windows counterpart of the OS X based LifesongX, which was developed by John Rieffel and Adriana Villella, in Jeffrey Hall's lab at Brandeis University's Biology Department and was further based upon Lifesong, written in the early 1990's.
