The reference BLAS is included inside the LAPACK package. Please refer to tools built under Windows using Cmake the cross-platform, open-source build system. The new build system was developed in collaboration with Kitware Inc. Machine-specific optimized BLAS libraries are available for a variety of computer architectures. These optimized BLAS libraries are provided by the computer vendor or by an independent software vendor. -
