You don't want or have a database? Then have a look at Nuckel. It comes as a single PHP file that only needs write access to the file system. It allows you to push/pull files through a simple web interface. It uses straightforward URLs. Note that Nuckel is not a web based filemanager for the server's file system, it merely stores the uploaded files in a git-like manner. BTW., "Nuckel" is german for a dummy or a baby bottle's teat, i.e. something to suck on gently.

    Orb implements the following specifications: did:orb, Activity Anchors. The did:orb method is based on the Sidetree specification and Activity Anchors is based on the ActivityPub and ActivityStreams specifications. The project is built using make. The BDD test suite can be run with make bdd-test. This command builds the Orb images and runs the integration tests. A full set of integration tests is included, which demonstrate all the features of Orb, including adding followers/witnesses and creating/resolving sample DIDs.     The primary purpose is to provide a means of organizing, cataloging and sharing your files. You can add information about files and perform sophisticated search queries to find files of interest and open them. Furthermore, if you share a file with someone else, you'll benefit from any further information they share about the file, even if they have an independent copy. For example, someone else may add a preview to a file, and as long as the SHA512 digest of the file matches your copy, you'll see the preview associated with your copy of the file. Someone else may mark another file as a re-encoded duplicate, or simply add more search terms. You can search information people have shared about their files and download a file from them if you do not already have it. Files are shared within groups. Anyone can create a group and only allow whom they wish to join. Public and private messages are also supported.
