elmake is a way to provide makefiles for elisp packages (for emacs) which are processed completely in Elisp (no external autoconf, make etc. required). For info files, an external makeinfo is suggested, as elisp parsing of info files is slow.
thine is an abbreviation for Thine Is Not Emacs. It is an Open Source text editor, developed using the Zend engine (used by PHP) as the scripting engine, instead of LISP which is used with Emacs. This means that customizing it will be incredibly easy.
