...Dotenv load variables from a .env file into ENV when the environment is bootstrapped. It can be used as a library (for loading in env for your own daemons etc) or as a bin command. There is test coverage and CI for both linuxish and windows environments, but I make no guarantees about the bin version working on windows. Existing envs take precedence of envs that are loaded later.

...For true elegance can be launched using cron or Evolution's calendar or other timed launcher however often you like (I use Evolution's calendar and it works fine),
webcamgrab is not interactive - once configured you can leave it alone.
Assumed path names are /usr/bin for lynx and ~/Public for webcamgrab's files. If you would change these paths just modify the Python code in webcamgrab.py with the text editor of your choice.
