The SQLite Tcl interface and the SQLite command line shell are included in the binary packages (not in the source package). For using PostSqlForms with PostgreSQL you need a separate PostgreSQL installation. PostSqlForms is the successor of Postgres Forms (pfm) which only supports PostgreSQL (see http://pgfoundry.org/projects/pfm).
