The benchmark implements the processing required by the base station in an uplink. Balancer is an userspace NFQUEUE filter desgned to load-balance traffic across multiple uplink ISP connections. It works on kernels 2.6.14 and above. The purpose of the filter is to keep a session always on the same ISP link where it started.
