TwIR was created with this in mind. You select which settings you desire your game to have, and TwIR figures out which rules to display to you - in chronological order. This is the vision. It is still in beta, so every rule-combination is not yet supported.

This is the Risk II Save Editor, or RISE. It edits game save files for Microprose's PC release of Risk II. This is my first program I've written... ever... so don't take some of the inefficiencies to heart.
