Thus, it is runtime-agnostic, but users must implement basic networking logic, chain interactions, and disk storage. The project implements all of the BOLT specifications in the 1.0 spec. -

Other implementations include c-lightning, lnd, electrum, and rust-lightning. Eclair offers a feature-rich HTTP API that enables application developers to easily integrate. Eclair's JSON API should NOT be accessible from the outside world (similarly to Bitcoin Core API). Eclair requires Bitcoin Core 0.20.1 or 0.21.1.
