Added Hammer code with device/browser detection.

Update SMP to use the qosInfo property with HTTPNetStream
- downloadRatio property is deprecated
- updated unit tests

Creating Hammer branch

Modified SMP to not perform the go-to-live work-around. OSMF does this by default for HTTP Streaming with Live+DVR.
Note: RTMP Streaming with Live+DVR still starts playback from the beginning of the recording. SMP does not take this into account.

[QE] commented HTTP streaming mock test that failed - to be fixed later

Update unit tests to use a non-null resource.
