Adding new TimeUtil to .flexLibProperties

Adding a new TimeUtil class and corresponding unit tests.

Updated build script with build number placeholder, release version requested by Flex.

Forgot to remove obsolete private var.

Adjust class hierarchy of DynamicStreamingResource, the StreamType property is otherwise duplicated. Allows us to simplify NetStreamUtils.getStreamType.

Minor changes to some NetStream utility functions. Beef up unit tests.

Increase timeout value for test failure.
