Commit [r2403] Maximize Restore History

Fixed a problem with support for legacy TTML namespaces that caused a caption file with an up-to-date TTML namespace loaded after file that used a legacy namespace to parse using the legacy namespace, which improper time calculation.

Set the SMPTETTProxyElement.DEBUG to false by default.
