Commit [r2350] Maximize Restore History

Fix for FM-1399 (http://bugs.adobe.com/jira/browse/FM-1399): Seek not working on iOS in AIR applications. Modified the NetStreamSeekTrait to ignore the limitation on specific cases (no bytesLoaded available and hardware acceleration present).
