PARB changes: Rename LayoutRendererProperties to LayouMetadata, base it off of the new metadata APIs. Adjust ILayoutTarget to expose a getter for a LayoutMetadata, and LayoutTargetSprite to accept one in its constructor. Apply corresponding changes to unit tests and samples.

Add stream metadata support by extracting the actual metadata object from the binary data stream.
Fix bug 466

Removing the bin folder from the Syndication library. Committed this earlier by mistake.

PARB changes, MediaElement:

* Remove hasDVR property, isRecording property, hasDVRChange event,
* Add playMode property of type String (enum in MediaPlayerPlayMode),
* Add mediaPlayerPlayModeChange event of type MediaPlayerPlayModeChangeEvent
* Rename livePosition to liveTime.

PARB changes: change StreamType.ANY to StreamType.LIVE_OR_RECORDED.

DVR: using Date instead of getInterval to do local recording timing.

ChromeLibrary: adding "live" button, changing "recording" button behavior: recording now shows if the stream is recording and removed from the actual live position. Live shows when the stream is at the live position.

Adding a 'dispatchInitialChangeEvent' parameter to the 'watch' method in order to allow the initial change event from being dispatched, continued.
