Temporary workaround to recent VideoElement change (14210) which used an AIR-only errorID property.

PARB changes: Clean up switching rule param names. Clean up metrics provider properties.

PARB changes: Remove targetBufferTime from the metrics provider, this value can't be set in the absence of an understanding of the buffering strategy which is layered on top of NetStreamBufferTrait. Adjust switching rules to work from the raw buffer data instead of this target. Remove all bufferTime modifications from the MBR code, so that they won't impact any buffering strategies (addresses FM-436).

Fix bug 415

PARB changes: Merge protected API of NetStreamSwitchManager into a single canAutoSwitchNow method, so that clients can override everything if need be. Adjust bandwidth limiting code to be a property.

Close unclosed tags in ASDocs.

PARB changes: Move the dynamicstreaming classes into net package. Rename a handful of them. Hide a handful of APIs.

FactoryElement no longer emits a Ready event when it's finished creating it's media element.

Updated unit test to reflect the fact that dynamic streaming from an rtmp url doesn't have bootstrap info.

RTMP streaming was getting HTTPStreaming metadata assigned. Bug # 439
