* removed unnecessary locales instructions
* removed the popup/PopUpFactoryTest.as (as part of flex3 support drop) to fix the unit test
* added the txi internal repo to enable transparent integrationDMS build at least internally
* added the header.txt in libraries/src/conf to allow license check to work on atomic library builds

Maven: Use local Maven Repository instead of local lib folders. Also, migrate to Parsley 2.3.2.

-General: Reverted migration to Flex 4.5 back to Flex 4.1. -Insync Sample: Fixed Insync Build error. -Navigation: added runtime navigation feature for SelectedChildWaypoint (default Waypoint). (work in progress).

Eclipse/FB files refactoring
* migrated to FB burrito
** please use the same flex sdk as in the build files : Flex Hero (build 17855)
** import and declare it as such in your FB settings
* deleted all the duplicated entries in the various libs folders
* replaced those entries by linked resources (you now have to create a link resource folder M2_REPO pointing either
** the C3 repo found in c3 svn depot
** or to your local maven repo
* deleted unnecessary html template in the test projects
* simplified the fb files to include all classes in the library by default

minor updates : ignore files, FB files and header.txt

improved asdoc automation and compliance, added ModuleViewLoader, BasicLoadPolicy and ViewLoader to manifests, added sample for custom ModuleViewLoaderSkin

Adding 'Module Rig' feature in Module Lib + Adding Sample that demonstrate the feature in ModuleTest Project.

small updates to keep the flex4 and flex3 build running:
still TODO: circular refrences in PopUp lib when flex3 compiling.
