Maven: Set global failure ignore back to false. Currently only IntegrationParsley, Observer fail in Maven tests but are skipped via their local poms.

* the classes that were suffixed and prefixed Test that were not FlexUnit TestCase were renamed :
** PopUpBaseTest.as --> PopUpBaseTestable.as
** TestItem.as --> Item.as
* [Test] metadata was added when necessary

But there are still failing test with the observer library :
