Commit [r740]  Maximize  Restore  History

fixed CGM-49 :

* externalized the flex4 sdk
* dropped the flex3 sdk support
* simplified the build :
** got rid of the CONFIG::Flex3 and CONIG::Flex4
** got rid of the lib-parent project
