Solution (Sergey Khorev):
Rename the installer so that it includes the ``setup`` keyword,
see http://msdn.microsoft.com/en-us/library/aa905330.aspx.
An alternative would be building the installer with python 2.6 distutils
``bdist_wininst`` and the option ``--user-access-control=auto``.

The installer does not work on Vista/Windows 7 with UAC
turned on.

Fixed by changeset id: a53afb037a6a
Solution:
Set the 'noswapfile' option in pyclewn vim buffers. With
the pyclewn --maxlines option, setting the 'swapfile' option
in the console buffer to limit the amount of memory used by
vim, is not needed anymore.
