After ticket 2118761 was closed, I successfully moved a Serendipity configuration file to the new project web host. I ensured everything is working properly.

Nope, the file still has the same owner. My SFTP client is reporting both the owner and group of the file as "65534", which I assume is "nobody". Please verify you are targetting the file:
/home/old-persistent/wyrmtools/serendipity/serendipity_config_local.inc.php
