Sorry the tooltip plugin currently only for tinymce 2.6, not yet upgraded for 3.0+
Quite busy right now. Our current tool contains many custom designed plugins for mce2.6, to upgrade to mce 3 it will take up quite some time to finish.
We do have the plan next year to upgrade to version 3, if you could wait. Otherwise you may simply use tinymce 2.6, it is quite stable except not for safari; or...
