Steps to reproduce?
When you say "mailclient/server/ops is down" does that mean that the ops-imapproxy process is dead, or the backing imap server (courier)?.

Or does this mean that when an email is assigned to a project that is 'inactive' it should still be shown in the dropdown (possibly marked to make clear that this is an inactive project)? Currently, the dropdown shows 'None' which is just plain wrong.

This might be a different bug, but when an email is assigned to a project that you don't have permissions for, the dropdown shows 'None' which is a cue (for me, at least) to assign it to a project I do have permissions for. When the OpsEmail plugin for thunderbird is configured to show only projects with status 'Active'. It is impossible to assign mails to inactive projects. While this is exactly what you configured, it is sometimes useful to still have a way of doing this (short of changing the config, assigning mail to project, change config again).
