After a quick review of the tools available.
I think it's best to me use Mercurial for the following reasons:
1 .- better support for Mac OS Users, I require use git MacPort

So I can see that we need to define the Tax Env. With Tax Class the Tax allow define territory , Tax Area or any Tax location.
We can add new entity called Tax Class (C_TaxClass) with the tipical fields (Search Key, Name, Description , etc) The C_TaxClass_ID will add in Tax Definition and C_BP_Location , the first allow define that Tax Rate or Rule will apply for...
