This is mostly not possible.
For windows (and every thing running on top of it, for that matter), the ''multi-monitor" is pretty much like a larger desktop... So that would be awfully complicated, if even possible, to simulate this is two desktop.
However, to implement the behavior you like, you can simply put all the windows from your main monitor as 'On all desktop': that way, they will...
