Regarding your second question:
A SynCE user shall never need to install something on the Windows Mobile device to get connected.
A positive side effect of this (IMHO) is that the Windows Mobile device will probably never know it's not connected to a Microsoft Windows system.
Personally I also find reverse engineering and Linux/UNIX programming more satisfying than programming for...

rra-get-data is not very useful on its own, see http://synce.svn.sourceforge.net/viewvc/synce/trunk/librra/src/README for a brief description on how the rra-* tools work together. Note that "rra" is the legacy synchronization protocol.

As slsiwek put it, "all wstr_to_ascii are evil"
wstr_to_current() should honour the user's locale setting, so it should be suitable at the command line, but if a character is not supported in the locale it will still return NULL, etc...
wstr_to_utf8() should be suitable in GNOME and KDE apps that always use UTF-8.
