I am not sure this is a bug. The Allocation Rules are only shown for accounts which track VAT. If you want the allocation rules to show, right click on the account in the Account Explorer, then click on Edit. Then tick on the "Tax Tracking" checkbox and save. Then the Allocation Rule popup will show.

Ah ha, I have not tested the application against Eclipse 3.2 yet, it sounds like you are on top of it anyway. This will be fixed once I have migrated to Eclipse 3.2.
